Premiere refuses to open a project saved in a newer version. This changes the version the file reports, so your older Premiere opens it.

A .prproj is gzip-compressed XML carrying a version number. Premiere opens
anything equal to or older than itself and refuses anything newer.
This changes only those digits. Every other byte of your project is carried over untouched, and your original file is never modified.

For a release that hasn't been confirmed, the tool never guesses upward — it falls back to a number that release is guaranteed to open, and tells you it did.
It does not convert the project itself. Effects that only exist in the newer Premiere can come across broken. Keep the original, and if a converted project misbehaves, import it into a new empty project instead of opening it directly.
